Mata Ramabai Ambedkar Nagar and Kamraj nagar Slum Rehabilitation Scheme
The Housing Department, GoM by Order dated 21st September, 2023 has permitted SRA to develop Slum Rehabilitation Schemes in MMR in Joint-Venture with Local Self-Government bodies as well as MHADA, MMRDA, CIDCO and others.
Mata Ramabai Ambedkar Nagar and Kamraj Nagar, Ghatkopar (East) Slum Rehabilitation scheme on plot bearing CTS No.194 (part) and 195 (part) is undertaken on land area of approximately 3,18,263 Sq.M. (31.82 Ha.) comprising approximately 17,000 slum dwellers.
MMRDA vide Resolution No. 1667 in its 155th Authority meeting held on 12th December, 2023 has accorded approval for undertaking Slum Rehabilitation Scheme at Mata Ramabai Ambedkar Nagar and Kamraj Nagar, Ghatkopar (East) by MMRDA as a “Developer” in Joint Venture with Slum Rehabilitation Authority.
Accordingly, a Joint Venture Agreement is executed between MMRDA and Slum Rehabilitation Authority for implementation of Mata Ramabai Ambedkar Nagar and Kamraj Nagar Slum Rehabilitation Scheme on 27th February, 2024. MMRDA will implement the Scheme as a Developer whereas the SRA will be the Planning Authority. Also, Housing Department, GoM by GR dated 31st July 2024 has accorded approval for the scheme and entrusted MMRDA & SRA with following roles and responsibilities for said JV scheme:
- Role of SRA:
- Action to be initiated for rehabilitation of slum dwellers & submission of proposal for said slum scheme as per Government Resolution dated 21/09/2023 in Joint Venture,
- Survey of slums & Biometric for eligibility of slums,
- Slum declaration under section 3C,
- Private land acquisition process as per section 14A(1) of Slum Act,
- Acceptance of proposal being Planning Authority and issuing LOI, IOA, Building permission & OC for the slum scheme,
- Rent to be paid to slum dwellers received from MMRDA & providing the clear land to MMRDA for development of the project,
- Initiate action on non-consenting members under section 33, 38 of Slum Act
- Role of MMRDA:
- Appointment of Architect & Contractor,
- To prepare detail feasibility report & planning proposal of buildings of the project,
- Payment of rent or alternate Transit Accommodation to slum dwellers,
- Submission of proposal to SRA for approval,

Execution of proposal as per approval & construction of Rehab/PAP/ Sale component etc.

After implementation of the scheme, every eligible slum dweller will get 1 BHK residential tenement having 300 Sq.ft. Carpet Area free of cost.
MMRDA has appointed M/s. Sandeep Shikre & Associates as an Architectural and Project Management Consultant vide work order dt.06th August,2024.
The Slum Rehabilitation Authority, MCGM has completed the biometric survey of the slum dwellers and published the Annexure II. Individual development Agreement with slum dwellers is in process.
The Slum Rehabilitation Authority, MCGM has issued Letter of Intent (LOI) for Phase- I (i.e. 6.6 Ha. Plot area) on 06/09/2024 and the Intimation of Approval (IOA) for 02 Rehab Buildings out of 06 Rehab Building proposed in Phase-I on 13/12/2024.
The work of floating tender to appoint Contractor for construction of Rehab Buildings for Phase-I of slum scheme u/r is in process and same will be completed in few months.
